📖⚡HIGH

Sets the voltage of an output pin to a "high" state (the voltage of the power supply). 

 A pin that is HIGH can supply a connected device with a small amount of positive current - this is called "Sourcing" power.

Another way to allow power through a pin is to use "Sinking". In this case the pin is set to a LOW state and the external device provides the positive current. So the flow is coming from outside the chip - inwards.
